Empty backfield: what makes it legal?
Short answer
An empty set is legal when it still has seven players on the line and no more than four backs, counting the quarterback. With five linemen, that means two receivers on the line and three off it. Put only one receiver on the line and you have five backs: a flag in high school, college and the NFL.

How to count an empty set
"Empty" means no running back behind the quarterback, not an empty backfield by rule. The quarterback in the gun is a back, and so is every slot or wing set off the ball. With five linemen and five receivers, two receivers must be on the line.
In the NFL those two are usually the ends, and they must be eligible receivers (7-5-1(b)). In high school and college the ends can be anyone, but only players on the ends and in the backfield can be eligible.

3 things coaches get wrong
- Putting both outside receivers off the ball for a better release and leaving only one receiver on the line.
- Forgetting the quarterback counts as a back.
- Setting a tight end on the line inside a receiver and expecting him to be eligible. Covered, he is ineligible.
Questions coaches ask
Can all five receivers be off the line?
No. With five linemen, at least two more players must be on the line, so at least two receivers stay on it.
Can a lineman be on the end in an empty set?
In high school and college, yes; he is ineligible. In the NFL, only if he has reported as eligible. See tackle over.
Is empty legal with a direct snap to a running back?
The counts are the same whoever takes the snap: seven on the line, no more than four backs.
